Online studies (Distance Learning) is regulated by the Council on Higher Education.

The Council on Higher Education (CHE) is an independent lawful organization established in May 1998 by the passing of the bill which is now known as Higher Education Act (Act No 101 of 1997), and which has now been amended and empowered to function as the Quality Council for Higher Education in terms of the previous law; National Qualifications Framework Act (Act No 67 0f 2008).

The functions and Operations of the CHE include the following:

To provide technical expertise and advice to the Minister of Higher Education and Training on request from the minister, or on its own initiative, on all aspects of higher education policy.

To formulate and implement a system of quality assurance which will guide higher education, including (of course) program accreditation, institutional audits, quality promotion and capacity development on the part of the institutions, also to promote standards development and the implementation of the previously defined  Higher Education Qualifications Sub-Framework (HEQSF).

To monitor the activities of institutions and report on the state of the higher education system, including assessing whether the government’s vision and policy on higher education are being followed, as well as how this is being done, and to what extent, and to foresee any possible consequences that will come with continued implementation.

To contribute to the growth, expansion, and development of higher education through intellectual engagement with stakeholders on key national and systemic issues, which include international trends, holding conferences, producing publications, and also conducting research.
